A household consists of all persons—related family members and all unrelated persons—who occupy a housing unit and have no other usual address. A house, an apartment, a group of rooms, or a single room is regarded as a housing unit when occupied or intended for occupancy as separate living quarters. A householder is the person (or one of the persons) in whose name the housing unit is owned or rented. The term is never applied to either husbands or wives in married-couple families but relates only to persons in families maintained by either men or women without a spouse.
