Definition :

Official development assistance (ODA) consists of net disbursements of loans made on concessional terms (i.e with a grant element of at least 25 % ) and grants by official agencies of the members of the Development Assistance Committee (DAC) and by multilateral institutions. The promotion of the economic development and welfare of developing countries should be the main objective of ODA. In addition to financial flows, technical cooperation is included in aid. Grants, loans and credits for military purposes and lending by export credit agencies - with the purpose of export promotion - are excluded.
