Training Workshop on “Beneficiary-Oriented Social Assistance Models”

SESRIC organised a training workshop on “Beneficiary-Oriented Social Assistance Models” at SESRIC Headquarters in Ankara, Turkey during the period 13-15 October 2015, in collaboration with the Ministry of Family and Social Policy Republic of Turkey.

The training workshop aimed to form basis for mutual knowledge and experience sharing among member countries, and brought together heads of poverty alleviation authorities of the OIC Member Countries, as well as directors and senior experts from different ministries of 13 OIC Member Countries, namely, Afghanistan, Albania, Azerbaijan, Burkina-Faso, Comoros, Egypt, Gambia, Indonesia, Iran, Kyrgyzstan, Somalia, Tunisia and Turkey.

The Meeting commenced with welcome addresses by H.E. Amb. Musa Kulaklıkaya, Director General of SESRIC and Mr. Mustafa Tarlacı, Deputy General Director, Ministry of Family and Social Policy Republic of Turkey.

H.E. Amb. Musa Kulaklıkaya, Director General of SESRIC, indicated in his address that a significant portion of poor and undernourished people resides in OIC Member Countries, particularly in the least‐developed and low‐income members. Amb. Kulaklıkaya mentioned that taking the strong support from the representatives of OIC Member Countries, SESRIC has developed the OIC Poverty Alleviation Programme (OIC-PAP) which aims to have an active and vital role in facilitating the exchange of knowledge and the best practices trough trainings, capacity building programmes, research and other activities.

Mr. Mustafa Tarlacı, Deputy General Director, Ministry of Family and Social Policy Republic of Turkey, expressed his thanks to SESRIC for the excellent arrangements made for the workshop and welcomed the representatives of the OIC Member Countries and underlined the significance of social assistance in poverty alleviation and stated that it is essential to share the best practices in social assistance systems among the member countries.

The first day of training sessions started with the presentation of Mr. Nevzat Fırat Kunduracı, Acting Director, Department of Cooperation with International and Voluntary Organizations, Ministry of Family and Social Policy Republic of Turkey, titled “General Social Assistance System” followed by the presentation of Mr. Sencer Kiremitçi and Mr. Çağlar Çınar, Family and Social Policy Specialists, titled “Using Information Technologies for Effective Social Assistance Programmes” and Ms. Nazlıhan Özgenç, Family and Social Policy Specialist, titled “Processes of Development of New Social Assistance Programs” and lastly Ms. Pınar Yavuzkanat, Family and Social Policy Specialist titled “Model of Targeting Mechanism”.

The second day of the training workshop commenced with the presentations by Mr. Mehmet Fatih Serenli, Director of Training and Technical Cooperation Department, SESRIC and Mr. Sabri Er, Senior Technical Cooperation Specialist, Islamic Development Bank (IDB), where they both highlighted the intra-OIC cooperation mechanisms and programmes including the Capacity Building Programme of SESRIC and Reverse Linkage Programme of IDB.

The training sessions continued by the presentation of Mr. Serkan Koç, Project Manager, The Scientific and Technological Research Council of Turkey (TÜBİTAK) titled “Critical Success Factors in e-Government IT Projects”. The following presentation delivered by Ms. Gamze Torun, Family and Social Assistance Specialist, titled “Refugees and Social Assistance” that is followed by the presentation of Mr. Caner Esenyel, Family and Social Assistance Specialist, titled “Periodic Social Assistance Programs” (CCT Model)”.

During the general discussions and deliberations, the participants articulated the need for the development of a comprehensive training program on Beneficiary-Oriented Social Assistance Models among the Poverty Alleviation Authorities of the OIC Member Countries.

In the closing session, the participants were awarded with the Certificate of Participation to the Workshop by Mr. Nabil M. Dabour, Assistant General Director of SESRIC and Mr. Mustafa Tarlacı, Deputy General Director, Ministry of Family and Social Policy Republic of Turkey.
