The Leadership Programme is an in-depth programme focused on capacity building to develop effective tobacco control policy interventions. The programme course sessions focused on a myriad of tobacco topics including policy development; advocacy; communications; implementation and evaluation; and management and leadership. While the programme was structured around components of the World Health Organization’s MPOWER package, the primary focus was on the tobacco control leadership development.
