H.E. Zehra Zümrüt SELÇUK Addressed the International Public Employment Forum 2023 As a Guest Speaker

The International Public Employment Forum (IPEF), organised by the Malaysian Social Security Organisation (SOCSO), was held on11-13 October 2023 in Kuala Lumpur, Malaysia. The forum convened a gathering of more than 20 international speakers in human capital development. The objective of the event was to facilitate the exchange of knowledge and perspectives on workforce and socioeconomic development. The audience consisted of over 1,500 individuals, including policymakers, entrepreneurs, corporate executives, youth leaders, and researchers specializing in the labour market.

H.E. Zehra Zümrüt SELÇUK addressed the forum as a guest speaker during the panel titled “Thriving in the Face of Constant Change: A Dynamic Public Employment Services” on 11 October 2023. The panel was also attended by H.E. YB Tuan Mohd Rafizi BIN RAMLI, Minister of Economy of Malaysia and Emeritus Prof. Dr. Norma Mansor, Director of Social Wellbeing Research Centre (SWRC).

H.E. SELÇUK highlighted that technological advancements, digital transformation, climate change, and demographic shifts are pivotal trends that shape labor market strategies. She emphasized that the issue of inactivity in OIC countries has been a persistent concern, leading to significant economic challenges such as hindering economic growth and impeding poverty reduction efforts. This issue exacerbates economic dependency and places additional strain on public resources. Addressing these challenges would make a significant contribution towards achieving a more inclusive and productive economy across the OIC member countries. With a population of over 2 billion, OIC member countries account for nearly a quarter of the overall population. Additionally, the young population aged 0-24 represents around 52% of the OIC population, making their integration into labor markets crucial.

Furthermore, H.E. SELÇUK emphasized that two strategic initiatives of SESRIC, namely OIC-PESNET and PES-CaB, play a significant role in tackling issues within the field of Public Employment Services (PES) in OIC member countries. She also exemplified the case of Türkiye, where during COVID-19 pandemic the comprehensive “Social Protection Shield Program” was implemented. This program was built on four pillars, inlcuding working life, social security, social services, and social assistance.

The International Public Employment Forum (IPEF) 2023 emerged as a significant platform fostering international dialogue and cooperation in human capital development. SESRIC’s engagement in the forum not only enriched the discussions but also underscored the Centre’s unwavering commitment to addressing employment challenges in the OIC member countries. Through meaningful interactions and the exchange of knowledge at such platforms, SESRIC continues to drive forward its mission of promoting socioeconomic development across the OIC region.
