Training Course on ‘Measuring the Impacts of Labour Market Information on Employment Services’

Within the framework of SESRIC’s Public Employment Services Capacity Building Programme (PES-CaB) and in line with the OIC Public Employment Services Network (OIC-PESNET) Work Plan 2021-2022, SESRIC, in collaboration with the Social Security Organization (SOCSO) of Malaysia, organized the Training Course on “Measuring the Impacts of Labour Market Information on Employment Services” on 21-23 June 2022.

The training course was provided by competent experts from the Social Security Organization (SOCSO) of Malaysia for the benefit of 74 participants from the national public employment services (PES) agencies/ authorities of 20 OIC Member Countries. The training included topics on collecting and harmonising data, analytical capacity and tools, institutional arrangements, and networks to measure the impact of labour market information on the delivery of employment services.

The training course commenced with the opening remarks of Mr. Fadi Abdullah Farasin, Assistant Director General of SESRIC, who highlighted the importance of Labour Market Information Systems (LMIS) as effective tools to provide necessary information to all labour market stakeholders. Mr. Farasin also emphasized that OIC Labour Market Strategy 2025, which was prepared by SESRIC and adopted by the 4th Islamic Conference of Labour Ministers held in 2018 in Saudi Arabia, attaches significant importance to labour market information systems, and it provides a number of recommendations for the benefit of the OIC Member Countries in order to improve the functioning of labour markets and institutions through improved labour market information systems. During his remarks, he also briefed the participants on SESRIC’s efforts in the fields of labour and employment within the scope of its mandated areas of statistics, research and training.

On behalf of the Chair of the OIC-PESNET, Dr. Pürnur Altay, Assistant Director General of the Turkish Employment Agency (İŞKUR), expressed their pleasure for the high level of interest as well as participation from the national public employment services (PES) agencies and authorities of the OIC Member Countries in the activities of the OIC-PESNET. She also highlighted the importance of OIC-PESNET as an important Intra-OIC platform for sharing knowledge and expertise to overcome the common challenges and limitations faced in the field of PES and the implementation of the ambitious Work Plan of the Network.

In his welcoming remarks, H.E. Dato’ Sri Dr. Mohammed Azman, Chief Executive Officer of the Social Security Organization (SOCSO) of Malaysia, informed the participants that after the pandemic all key labour market indicators in Malaysia are on an upwards trend and these two years proved the importance of public employment services and labour market information. He also informed the participants about the initiatives of SOCSO and wished that the participants from the OIC Member Countries would highly benefit from the experience of Malaysia during the training course.

The OIC-PESNET is an OIC platform established to create closer cooperation among the national public employment services agencies/ authorities of the OIC Member Countries through sharing knowledge, experience and best practices. SESRIC assumes the role of the Secretariat of the OIC-PESNET and carries out a specific capacity building programme, namely; Public Employment Services Capacity Building Programme (PES-CaB), to support the efforts of the OIC Member Countries in developing the capacities of the institutional and human resources in the field of public employment services. Besides, the Turkish Employment Agency (İŞKUR) carries out the role of Chair of the OIC-PESNET for the period of 2021-2022.
